Why there is only one band

Volume pricing exists where the marginal cost of the next unit falls. On Class C it genuinely does: your four-hundredth address rides the same racks and upstream as your first, so the rate drops in bands.

Class A is a different product. What you buy is not capacity; it is a first octet, and only 255 of those exist. Why Class A is the maximum diversity

An IPv4 address has four octets: a.b.c.d. Which one differs between two of your sites decides how far apart they look from the outside. Move the third and you change neighbourhood. Move the second and you change parent network. Move the first and there is nothing left to move.

The first octet of an IPv4 address is a single eight-bit number. That is the entire supply: 255 non-zero values, 255 first-octet blocks, for the whole IPv4 internet. Not 255 per registry, not 255 per continent: 255 in total, with no mechanism anywhere that can produce a two hundred and fifty-sixth.

Nearly all were allocated in the 1980s and early 1990s to governments, tier-one carriers, universities and a few corporations that were online before most people knew the internet existed. They rarely come back to market. This is the one part of hosting where the constraint is not money or engineering: the supply was fixed before the product was invented.
