Can I change my plan after the account is live
Yes. Plans are not a one way door, and moving up or down does not require rebuilding anything. What differs is how much of the change is instant and how much involves a short window.
Moving up
Adding resources to an account is the simplest case. Disk, bandwidth and account limits are adjusted against the running account and take effect without the sites being interrupted.
Adding addresses works the same way. New addresses appear in your allocation and you assign them to accounts when you are ready, which is covered in adding IPs to a running account.
Moving down
Reducing a plan is possible but has one condition: current usage has to fit inside the smaller limits first. An account using more disk than the target plan allows cannot be moved onto it until the excess is cleared.
Check what is actually consuming space before you decide, rather than assuming a site is small. Old backups inside the account are the usual surprise, and clearing them is often enough on its own.
Moving between platforms
Going from shared hosting to a VPS or to bare metal is a move rather than a setting, because it is a different machine. The account is copied across, tested, and then traffic is switched.

Billing when you change
Changes are prorated against your current billing period rather than restarting it, so an upgrade partway through a month is charged for the remainder rather than in full. The exact figure is shown before you confirm, so nothing is a surprise after the fact.
Do not over buy on day one to avoid this
The most common mistake is ordering a much larger plan than the estate needs because changing later feels risky. It is not risky, and the cost of carrying unused capacity for a year is real.
